Hello, Commissioners. I hope you are all well, and I do feel like it's been some time since I last saw a lot of you.
Okay.
Before I jump into my usual reminders, I would like to ask if all Commissioners could give a round of applause for your fellow members, Nico, Christian, and Carissa, who did such a great job. Such an amazing job presenting their speech as Supervisor Ellen Burr's State of the District last month. So I'll share with you all the link of the livestream,

So
yes, I will share that with you all afterwards. Okay. Just general reminders for Commissioners I share at every meeting. So one, please remember to respond when I reach out via email or text with some sort of action required. Again, usually this is just a response or confirmation that I need from you all. This is to confirm quorum so that we can hold a meeting or confirmation just so we can move forward with something.
I
cannot and I do not assume if a Commissioner will or will not attend a meeting, which is why your responses are so important. Please always keep me in the loop when you reach out to agencies, organizations,
elected
officials or other entities.
Our
office oversees the YTF and keeping me in the loop by CCing me helps maintain lines of communication.
We've been trying to steer the YTF towards more policy related work and I do think that we've been doing a pretty good job. The YTF serves as an advisory body to the Board of Supervisors, so remember we want to think about the work that will need to be done,
what
impact we can have and what can be shared back with the Board. We do want Commissioners to remember when it comes to government work, as you all may probably understand by now, change takes time. It typically begins by conducting research to better understand an issue, which is followed by analysis to make a policy recommendation or change.

If you have an idea or topic that you would like to put on the agenda for the next month, please tell me as soon as possible because based on internal timelines, there's no guarantee that it will be agendized in time for the upcoming meeting,
but
the following meeting, which might sometimes be too late.

So this is just your reminder that we do have three more months left in the year. So what we should be doing is wrapping up our projects and thinking about what highlights that we can share for the year. Another thing I want to remind Commissioners of is this is your space. You all come here on a monthly basis to discuss issues relevant to youth, but you do so voluntarily on top of your schoolwork, your extracurricular activities, and your personal life. So if at any point you do not feel like you have capacity to continue serving, please just reach out to me and just let me know. It's okay to step down and resign if you
don't have capacity because again, you're doing this voluntarily. When you are here,
please
do remember that you are working together with other youth across the county. So I just wanted to put that out there for Commissioners. For my graduating seniors, once confirmed, could you all kindly each email me or send me a text with the following information? So I'll also email this to the seniors. The high school that you're graduating from, the college that you'll be attending, and your major. The reason I need this information is because it'll be for the competition. And also, I want to share some recommendations that the board generally provides to graduating members of YTF. Okay. I want to share two upcoming opportunities which I will share via email. So the first opportunity is
that the voters of Tomorrow San Francisco are having a youth civic engagement summit. So the voters of Tomorrow San Francisco are a youth -led organization that inspires and paves the way for youth to be leaders at local, regional, and national levels of government. So this summit is a resource for youth. is going to be this coming Saturday, so Saturday, March 14th, 2026. You will need to RSVP. It's from 10 a .m. to 3 .30 p .m., and it will be at the University of San Francisco Institute.
There will be keynote speakers, workshops, an opportunity fair, free lunch, and a raffle for a $100 gift card. The second event is the City of Cupertino's Parks and Recreation Department will be hosting a Teen Resource Fair. So this event is focused on helping teens to explore the City of Cupertino's summer job opportunities and volunteer programs that help to build a real -world skill. So the fair will also include mental health and wellness resources. So this event is the next Saturday, so Saturday, March 21st, 2026. It will be from 12 p .m. to 3 p .m. on Main Street in Cupertino. So again, I will be sending an email to you all with this information. This
is something that I did want to share with you guys. I'm going to be sharing this with you guys. I'm going to be sharing this with you guys. I'm going to share the February meeting since we launched the recruitment for the 2627 YTF membership. So as you are all aware, the YTF has an Instagram page that is handled by your public relations officer. When the YTF wants to post something, any and all items that are to be posted do need to be reviewed and approved by me. There was some information shared that talked about what it means to join the YTF, but not all of the information was necessarily true. So working in government and
also as you all are a team, I'm going to be sharing this with you guys. So as you are all aware, the YTF has a task force that represents local government. That means that we need to be careful with what we say and how we say it, which is why I need to review and approve a post before it gets posted. We don't share this to make it sound like the YTF can't post anything or can't do anything. It's just that there's a review process that has to be followed.
My last update is I just want to remind commissioners the April YTF meeting will be held on the third Wednesday, April 15th, since most of you will be out on spring break the second. All the other items we can discuss during that specific agenda item. So that concludes my verbal
report.

If not, we can move on to agenda item number five, which is to discuss the fiscal year 2026 -2027 Youth Task Force membership process and approve recommendations, if any. But before that, Deputy Clerk, do we have any requests for public comment? There is

you. Okay. The next agenda item is so I can show some brief updates on the 2026 -2027 YTF recruitment and to also go over the application review process. Friendly reminder that once the member in seat number 16, that's Arunima, graduates this May or June, we will be removing the 16th seat. And so the YTF will be composed of 15 members, which means quorum will be composed of eight instead of nine. Okay. So friendly reminder, we will have 10 vacancies. So that means that everyone except for, and please correct me if I'm wrong, Christian, Eileen, Jessica, Kaylin, and Kushleen, everybody except those people I just named, will be leaving us to go to college. Did I
get that right? Okay. We will have two vacancies in District 1, three vacancies in District 2, three vacancies in District 3, and two vacancies in District 4. We don't have any vacancies in District 5, I apologize. Two vacancies in District 5. We will have vacancies for District 4 next year. Okay. So as of today, we have received 33 new applications submitted. I have not yet reviewed them to see which districts they represent. We also do have some current active applications that were submitted last year. So just as a reminder, for all county boards and commissions, once an application is submitted, it remains on file for two years. So there are a total of 45 current
active applications, which means our overall total is 78 applications for review. Okay. Every year after the application period has closed, our office and several YTF members review the applications to make recommendations to the board on which youth or youths should be appointed. Commissioners have generally enjoyed participating on this panel with our office as they get to be part of the decision -making process, and as commissioners, you all know what it takes to participate and serve on this body. So no more than eight commissioners can participate on this review panel, just so we don't violate Brown Act policy. So if you have any questions, please feel free to reach out to me. I'll be happy to
answer any questions you may have. Commissioners will be given de -identified applications to review, and then we'll have one meeting or maybe two, depending, meetings to go over your choices and your recommendations. There will be a review sheet that you will need to fill out, which includes justifications or reasons why you would or would not recommend an applicant. And this meeting that we'll have to go over this will be virtual via Microsoft Teams. So depending on how many commissioners participate and on the final count of applications, that will indicate how many applications you each will review. So we won't be asking participating commissioners to review all 78. Like, that will be for me and Karina
to do. It will be divided amongst the total number of participants. It is important to note that if you choose to participate on this review panel, the expectation is that you will review all the applications you are assigned in order to provide feedback. So last year, we did notice that there were some commissioners who participated but were not able to fill out the application. So if you have any questions, please feel free to reach out to me. So now we will move on to agenda item number five, which is, oh wait, six, which is to discuss the purchase of YTF swag for outreach events and approve any recommendations.

So this item, again, thank you, Kendall, is to talk about YTF swag. So I do believe all YTF commissioners should have received swag at one point or another. So as a reminder, the YTF swag we have so far is sunglasses. We have sunglasses with the YTF logo, a water bottle, and hand sanitizer. So the purpose of having YTF swag was so that when you all as commissioners had tabling events, you'd have some swag that you could give out to, you know, people, community members. Although there has not been any tabling events this year, we thought it might be a good idea to just, you know, revisit some swag items that we could purchase because we
are running really low on our sunglasses. Those have been really popular. And we're slowly running out of the other items as well. So the last time that we were able to get some swag was when we talked about swag. It was supposed to be back in June 2024, but that meeting was canceled due to lack of quorum. But just as a reminder, some of the items we considered back then were like a stress ball in the shape of like animals or an avocado, putty, fidget toys or like those popper fidget toys, a Rubik's cube, and a fidget cube. So this time around, we thought it would be nice for you all to let us know
what you think would be practical and fun items that we could give out at events as opposed to us providing you with, here are your options. So I do want to note that if we are able to decide and select the swag items you'd like to purchase, this does not guarantee that it will be approved simply based on the budget challenges that our county is currently and will be facing. So with that, Deputy Clerk, I am going to share my screen so we can all go through things together.
If you all also have an idea about something, I can also type that up too. This is going to be really fun. This is just — this is our vendor that we go through to buy items. As you see, there's all these fun items. Does anybody have any ideas?
Because we could take hours and just like look through all of this. But any ideas, thoughts on what you would like to have? I would also encourage you all to think about practical swag items too because there are only so many mugs people can have.
I would say it'd definitely be good to do one or two. fun items but in terms of practical ones i think we could probably restock on sunglasses since those were popular and then also i always like hand sanitizer and pens i feel like you can't go wrong with those okay thank you kendall yeah i
also agree with the hand sanitizer because i think people always need it so um they'll probably have it and they'll see the logo so we

also a big fan of notebooks i think like ytf notebooks could be a hit and like they're going to see the logo whenever they're writing so

move to discuss guidelines for inviting state representatives or staff to present at youth task force meetings and approve recommendations if any melissa do you have any thoughts on this agenda item um
just as a reminder for us so thank you miko um so we previously discussed this item about again potentially inviting state representatives or their staff to come speak to the ytf so depending on the state representative that you want to hear from there are just a few things that the ytf should do in preparation um for me to submit a request so we should provide the agenda details we should prov we should let them know who the audience is and we should let them know what we are asking them to speak about um it's uh it's more helpful to provide them guidance about okay this is a topic that we want you to talk about
as opposed to just asking someone hey we'd love you to come talk generally people like to have direction they need to understand what topic am i talking like what am i going to talk about so what this means is that the ytf should have a bush outline or frame so that the state representative or their staff can come prepared and then I would just submit that request on behalf of the YTF and keep us all updated. So I was actually thinking you know depending on where we're at and looking at where we're at in the year there might be a possibility to ask one of the representatives or their staff to come but we just
need to keep in mind that you know they probably have a lot of priorities as well. So just some examples of our state delegation. So there's assembly members Alex Lee, Ash Kalra, Mark Berman, Patrick Ahrens. We do have Senator Dave Cortese who was a former board supervisor and he also formerly oversaw the YTF and we also have Senator Josh Becker just as you know examples. So that is where we're at. So what I will need from either the whole YTF or you know my my co -chairs is to just provide a framework outline just so that the state representative has a sense of what it is that they will be talking about. So even if
you want them to talk like about something general it's good to write that down and provide examples of like this is these are the things you can talk about. It's similar to what I do when I reach out to other departments or just guest speakers. I tell them this is the topic we'd like you to talk about. Here's your time frame so that you know they can prepare for that. Yeah
totally hear you there. So at Supervisor Ellenberg state of the district event I was able to connect with an individual from the office of assembly member Patrick Ahrens who suggested that Mr. Ahrens would be happy to come to either the April or May youth task force meetings to discuss you know his pathway into politics. Him being you know a relatively young man you know who has grown up you know in Santa Clara County in Sunnyvale actually you know and has worked his way up in politics from being here at the state level. So I'm just going to ask you to give us a little bit of a rundown of what you've done in the past.
you know, a trustee of, I think it's the Foothill De Anza Community College District, and now a state assembly member. So I think that could be really interesting. And I don't know if that helps Melissa with kind of like the framework slash guidelines, but I think it'd be interesting to have him talk about his like personal experience in politics, since, you know, he is relatively young and, you know, might be able to connect with commissioners. And that would kind of be, would we also want to have the assembly member talk a little bit about youth homelessness specifically, or our main focuses this year, or more just about experience in politics to hopefully inspire us to continue being politically involved?
I think we would have to do some research on his offices, like work, and if they've done meaningful work, you know, regarding youth homelessness, because I know he does represent a pretty affluent district. So I'm not sure, like, how much, like, that issue is on his radar, so to speak. But we can definitely research that and, like, figure it
out. Sounds good. Perfect. Okay. With that, we can move on to agenda item number eight, which is to receive verbal reports.

Okay. First, we are going to hear from Nitya, our legislative affairs officer.
Okay. I can go ahead and start. I'm going to start with the Board of Supervisors meeting from last month. For item 17, there was an update on the South County Youth Task Force strategic plan for 2023 to 2026. So this plan focuses on violence prevention, youth support, community empowerment, governance, and long -term funding sustainability. The report showed that South County still has a strong need for this work, especially since places like Gilroy and San Martin have been, have seen higher rates of juvenile arrests and fewer affordable and consistent positive opportunities for youth. So, I'm going to start with that. So, I'm going to go back to nuts just to give you a rough score relatively
quickly. What were... How did stuff change compared to other parts of the County? There's also been a lot of progress. In September 2024, about 65 % of activities were on track or completed. And by September 2025 that number had increased to nearly 90%. One major accomplishment was the South County restorative justice diversion program, which completed its third year and supports youth involved in low -level witnesses through restorative justice and pro social activities. That program is currently on pause because of funding issues. And the South County Youth Task Force system has actively passed aDOP is working to restore that funding. The South County Youth Task Force also expanded work with local schools like South Valley Middle
School and Brighton Middle School through restorative practices, peer support, and things like Open Gym to help reduce harm and strengthen youth connection. From the Children, Seniors, and Families Committee meeting, a key takeaway was that the City of San Jose and the county are currently continuing to strengthen alignment between youth -focused efforts like the Children and Youth Services Master Plan and Latino Health Assessment and Gun Violence Prevention Programs. The City's Youth Services Master Plan focuses on improving equity in education, health, and social outcomes for children and youth with an emphasis on prevention and early investment. The county's Latino Health Assessment also looks at social determinants of health affecting Latino youth, including things like access to care,
housing, mental health, and exposure to gun violence, and it's being used to guide more targeted public health and youth service. Lastly, for Item 5 of the Children, Seniors, and Families Committee meeting, the DFCS gave its monthly update on the Child Welfare Corrective Action Plan, which was created with the California Department of Social Services and includes 75 action items to improve child welfare practice. The update showed strong progress overall, with 46 items being completed, 4 under review to be marked completed, 23 in progress, and only 2 that had not started yet. They also launched a Community Social Worker Pilot Program with Gilroy Unified.
That was
the complementary project for child welfare, and I did not need to repeat earlier the Exported Aid for Child Welfareaser Program because it would be done then just this final week, top three families who are on poverty burada grade, so I'll finish my Wooroo and wrap things up. Sir Charles OK, thank you, thank you. have closed the survey. I believe we've gotten nine responses from schools and two responses from school districts. And we have updated the action plan, Melissa, which I believe Arunima sent you in an email. But essentially, this is where we're at. So from March 1st to April 5th, we're going to be analyzing the data that we have collected. So to break that
down, March 1st through 8th, so the first week of March, which already happened, we're going to be preparing visuals per each section according to, like, different data types and trying to create visualizations out of that, like pie charts and bar graphs, which commissioners have already done. And then March 8th, this, unfortunately, this meeting had to be canceled because of low attendance. But commissioners were to meet to write a rough draft detailing what sections there should be of, like, our presentation to the youth task force. And commissioners were to be assigned to write each section. So we're trying to update, um, this meeting time to either this Friday or Saturday to make sure that we don't
fall behind. And then in between March 8th and 22nd, so that's, like, this current time, we're going to be trying to write, like, each individual section. So first, we're going to do a peer review during, like, our weekly meeting just to make sure that everything is in line. And then, Melissa, by March 22nd, we're aiming to send you a rough draft so that we can get your feedback on it. From April 5th to 22nd, we plan to continue working on the presentation just to make sure everything is in order. And then on April 22nd or before, we hope to submit the presentation to make sure it gets on the May meeting agenda and complies with
the Brown Act. And then on the May 6th meeting, we hope to present it to the youth task force. But that's where we're at right now, Melissa. And I welcome any of your questions or any questions from commissioners.

Looks like not. Okay. So, yes, I do want to acknowledge, I did receive the email from Arunima. I just hadn't had a chance yet to provide, you know, just notes. It's not extensive, but it was, you know, just kind of refining some dates. But everything looks good. So I do look forward to receiving that draft in order, because of course, I need to provide you all feedback in order for you all to know what to, like, do and how to move on to the next step. So, yes, I hope to get to that tomorrow just so that, I mean, you know, you all are still working in the meantime. So that's fine. But it was

Unfortunately, we have really struggled to meet with this subcommittee this year. And I think communication has been a struggle. I reached out to Commissioner Bond a week or two ago to see what the status of the pamphlet was. And she seemed to say that she wanted to take that on independently and that she was communicating with you, Melissa, about that. So I was wondering if you had any updates on that, but maybe not.
Um, let me, let me see. Yeah, I, that was actually one. Thank you, Kendall. That was actually one of my questions was, okay, where, where are we at? Um, the last time I had received any updates was back in December. So that's why I also wasn't sure where we were at. Um, but I also, um, I'm also not super, I guess, concerned about, you know, the pamphlet. That was just an idea that we had because it was something one of the other departments shared with us. And I just thought that it would be a good, you know, a good space. For you all to kind of like, Hey, you know, let's kind of not rebrand
yourselves, but like create something that could be shared. So, um, work in progress, you know, so no, um, no worries there, but yeah, that was the last that I had heard about

So like last meeting, there aren't really many updates and, uh, we haven't exactly met because there hasn't been a need to plan for any events, but, um, I think in the next remaining three months of this fiscal year, we could definitely look for any, like maybe tabling events that we could possibly do or like some low level things, um, that the YTF can help, you know, uh, spread its message.

Um, so I do want to share that, um, I did reach out to district one, so that supervisor, um, Sylvia Arenas to see if she would be available to come, you know, just have a talk at a YTF meeting, because at this point you've met with all districts except for district one. So I think that we are aiming for an April presentation, but I do need to follow up with her team. Um, usually when we have the supervisors, we don't like to have an additional speaker because we give them a lot of time. So, like, since we are, like, an advisory body to the Board of Supervisors, I don't know if we ever talked about this as, um, the YTF, but I was wondering what the process was. Like, if we ever wanted to, like, I don't know, like, write a memo or, like, send a, um, like, a policy suggestion to the Board of Supervisors on, like, an existing thing that might be voted on in the future or, like, um, something of that sort. Or if there is a process to do that. Okay.

Clerk, I think what Christian is trying to get at is, like, if, for example, the YTF wanted to write, like, a letter to, um, the Board of Supervisors, right? Outlining, you know, such and such. Would we just need a quorum on, like, a letter template or how would that work?
So, a letter itself would be a letter of transmittal. That's what we call it. And that would be given to each individual board office.
And you would need to vote on it in a meeting. So, you would have to see the draft, take a vote. You would also have to vote on creating the letter itself and then approving it at another, another meeting. So, that would be one way you guys can go through it. And, or it could just be a board recommendation. But letter of transmittal would be the best way to do this one because you're just voicing support, right, Member Doe? Member Doe? Yeah, like,
just, like, a form of support or, like, um, maybe, like, a letter, like, opposing or supporting, like, some kind of thing that might be voted on in the future.
Yeah, then a letter of transmittal would be the best way to get it through because then it goes straight to the board offices. Whereas the other way would be a recommendation from the, um, commission itself, which would have to go through the commission first and then have to go through CSFC and then finally to the board, which will take its time because each step has a review process. So, once you approve here, then I have to take it up through CSFC, which needs to be reviewed by our department. And then it can or cannot get on the agenda depending on what happens with that meeting. So, maybe it gets canceled or different items are more
important, things like that. So, letter of transmittal would be the best way you guys should think about that. So, with a letter of
transmittal, would that letter be written by the youth task force at a meeting or would someone have to put forth a letter that we then vote on during a
meeting? You would need to put forth a letter. So, you would have to, at the April meeting, discuss this and approve writing it. And then at the May meeting, you would have to approve
it.

Yeah. Because they would need to see it. Everyone has to discuss it. So, it's just clear that everyone knows what's happening. And then once it's been written, you'll bring it back and then everyone will read it again. Maybe provide some edits to you and then approve it from there. Okay. Thank you.

It's easier for you all to be in the same space so we can
